Copying permissions under a CLA Licence, generally speaking, depend on the country of publication and the format the publication was published in, i.e. as a print publication or in digital format (often referred to as born-digital).
Print
All printed books, journals, magazines, law reports and conference proceedings published in the UK are covered by the Licence, i.e. you can scan and make photocopies, unless they have been specifically excluded. For printed books, journals, magazines, law reports and conference proceedings published outside the UK, many are covered – but it depends on whether we have a reciprocal repertoire agreement in place and/or a direct international mandate with the relevant publisher. Individual exclusions can still apply. If you want to scan from a US-published title and we don’t hold a direct international mandate from the publisher, take particular care, as these are treated differently: they must be specifically opted in for scanning.
Digital
Many digital publications are also covered. Digital titles published overseas usually need to be specifically opted in, although some of our reciprocal repertoire agreements include all digital titles published in that country unless they’ve been specifically excluded. We also have global mandates that include digital titles.

If the publisher of the digital original publication is not shown on the list relevant to you Licence then the material may not be copied or re-used under the terms of the licence.
For digital material published outside the UK you will need to refer to the list of International Territories and click on the country for further details.
Websites
The CLA Licence also covers copying content from participating websites. You can identify participating websites by entering the URL in the Check Permissions tool.
Types of copying
Depending on the permissions indicated in the search result, and subject to defined extent limits a person, who is authorised to make copies can make copies and share these as outlined below.
Photocopying
- Photocopy extracts from paper originals, printed books, journals, periodicals, magazines, law reports and conference proceedings
- Printouts of extracts from digital publications
- Copy onto acetate
- Send by fax
- Send copies to overseas students, who may not make further copies under the licence
Scanning
- Scanned extracts from printed books, journals, periodicals, magazines, law reports and conference proceedings.
- Print paper copies
- Email scanned extracts
- Store scanned extracts on a Secure Network
- Use scanned extracts in PowerPoint presentations
- Send scanned extracts to overseas students, who may print a single copy
